Historical context

Diocletian was proclaimed Roman emperor in 284, later ending the Crisis of the Third Century and establishing shared rule. In 286, he elevated Maximian to Augustus, dividing administration of the empire before further establishing the four-ruler system of the Tetrarchy in 293. Diocletian reigned as senior Augustus in the east, while Maximian governed the west until their joint abdication in 305. The coin links this imperial authority to Londinium, which was founded in the 1st century and served as the capital of Roman Britain.
