Historical context

Diocletian became Roman emperor in 284 and stabilized the state by establishing the Tetrarchy, appointing fellow officer Maximian as Augustus in 286 to rule the Western Empire while Diocletian held seniority in the East. Maximian established his residence at Trier, which served as one of the four imperial capitals during the Tetrarchic period. This coin was issued at the Trier mint under Maximian's authority, bearing the portrait and titles of senior Augustus Diocletian.
