Historical context

Eugenius ruled as Western Roman emperor from 392 until his defeat and execution at the Battle of the Frigidus on 6 September 394, remaining unrecognized by Eastern Roman emperor Theodosius I. To build support, Eugenius addressed western discontent caused by Theodosius' anti-pagan measures, restoring the Altar of Victory and the Temple of Venus and Roma.
