Historical context

Under this system, each tetrarch ruled over a division of the empire. Diocletian secured the frontiers through numerous campaigns and established new administrative centres, including Nicomedia, closer to the imperial borders than Rome.

Struck at Nicomedia, this silver issue depicts the four rulers of the Tetrarchy—Diocletian, Maximian, Constantius Chlorus, and Galerius—draped and sacrificing together over a tripod before an archway in a six-turreted enclosure. The reverse legend, "VICTORIAE - SARMATICAE", relates to the military campaigns conducted against the Sarmatians, whom Diocletian defeated alongside the Carpi during several operations between 285 and 299.
