Historical context

His younger son Honorius was proclaimed emperor in 393 and later ruled the western half of the empire following Theodosius's death in 395. Struck at Mediolanum between AD 388 and AD 393, this silver siliqua was produced under Theodosius I to represent his son Honorius as part of the imperial succession.
